The reason the repair install works is because it would have re-installed the drivers for the usb host controllers, to fix this issue without performing a repair install you can (with great difficulty) uninstall the host controller drivers and reboot/re-scan for hardware changes depending on whether you are still able to use a mouse/keyboard/remote access on the system. Once re-installing the drivers and maybe unplugging and re-plugging devices you should find that the drivers are installed properly.
